Can you help me convert this file to .kml file?

I am studying about storms in the East Sea and got this file from the digital-typhoon website, but I don't know programming language so can you Chinese help me convert it to .kml file?

What are you using to load these? I can load these no problem on google earth web tho
Although yes this is a very big file, not a recommended way of browsing these data imo

I just need the storms active in the East Sea and in .kml format. Can you help me? Your file includes all the storms in the Northwest Pacific, my computer takes a long time to load!

I am not a Google Earth expert and I really have no idea how to filter stuff out properly here, sorry

Hello. It seems like your original file contains all Pacific typhoons since 1951. If you only want some of them, you can delete other parts of the file. For example, this is a part of it with typhoon 195623.
